Monterey's rental registry is "rent regulation".
It will:
- Mandate data collection of all rental properties
- Mandate data collection on all tenants
- Make all data public
- Cause owners to remove property from the rental market
- Lead to rent control (aka - "stabilization")

- Disincentivizes property maintenance
- Reduces quality and supply of available housing
- Enable the city to impose restrictions on property owners as to pricing, rental increases, pass-throughs, and other unknown actions
- Cause rent increases up to maximum annual limits
- Cause owners to remove property from the rental market
